The Democratic Forces of the Liberation of Rwanda (FDLR) have always advocated for a highly inclusive inter–Rwandan dialogue as the only way of both definitively and permanently solving the Rwandan problem. It was within this perspective that in 2005, FDLR in its declaration, unilaterally both engaged itself and decided to suspend its respective offensives against Rwanda; which engagements it had been honouring since then up to very recently.

However, the terrorist, dictatorial, bloody and oligarchy government of Paul KAGAME, instead of both positively interpreting the concerned FDLR’s good will and good faith gesture and then grasping the offered opportunity to open a conducive political space for dialogue with its opponents, it rather considered it a sign of FDLR’s weakness. Thus KAGAME’s government embarked on to multiple armed offensive attacks with intention of not only to completely and definitively dismantle FDLR, but also to fully annihilate and decimate the refugee population, whereas inside Rwanda, the same government had been muzzling both the Media and the political opposition, as well as arresting, imprisoning and assassinating a good number of people. Furthermore, the kidnappings and disappearing of others, perpetrated by KAGAME’s special services had been a common practice up to date. In a nutshell, a real hunting down of human beings is well organised and strategized, by KAGAME’s regime, both inside and outside Rwanda. By the way, let us recall that in order to achieve its ends, KIGALI has been arming and supporting armed groups and had been creating others, among which M23;Raia Mutomboki; NDC of Sheka; Mai Mai Guide; FDC and a number of death’s squadrons scattered all over the world.

Very recently, as a reminder that it is still around, well structured, well organised, strong and able of acting, FDLR entered the Rwandan territory and engraved its boots’ marks in Rubavu and Musanze. In retaliation of the present FDLR’s blitzkrieg, Kigali being both shocked and confused, has been and is still endeavouring to minimise the impacts of the blitzkrieg in question, giving the impression that nothing serious really happened. However unfortunately for Kigali, the current following facts are proving on the contrary that the Rwandan authorities are rather made uncomfortable and torn by FDLR’s recent invasion:

· Nationwide, high political and military figures embarked on general mobilisation campaigns of the population towards vigilantism by access control and daily and night patrols; · The shocking indicator was that Rwandan authorities, having realised the generalised panic of the population, have suddenly by order instituted a systematic screening and censuring policy of all external Medias; · Both the National Assembly and Chambers, by means of debates which took place on the 4th December 2012, approved the official re – deployment of the Rwandan Defence Forces (RDF) in the Democratic Republic of the Congo (DRC), with a good excuse of combatting FDLR. Currently, more than four thousand RDF’s elements are already physically present on the Congolese soil; · Propagation of contradictory rumours: on one hand making believe that FDLR had been already conquered to such an extent that the majority of them had already put down their weapons and are willing and available to be repatriated; on the other hand confirming that FDLR is being reinforced and strengthened by thousands of men from countries such as Zambia, Congo – Brazzaville; being over equipped with military materials including helicopters and that FDLR is getting ready to launch its attacks on Rwanda; · On a daily basis, as from 3pm, Police services are backed up by RDF elements throughout and all around Kigali; · Kigali’s stubborn persistence of not denouncing the armed group M23, which actually is rightly considered the extension of RDF in DRC.

FDLR consistently maintains its open Policy with regards to pacific and peaceful long lasting solutions to socio – political Rwandan problems. But: · In front of Kigali’s intransigent and persistence to refuse and reject dialogue; · In front of the international community’s complaisance with regard to the settlement of the Rwandan problem; · In front of Kigali’s determined will of annihilating Rwandan refugees;

FDLR is hereby calling upon the international community to assume both its responsibilities and moral obligations by ways and means of putting more pressure on KAGAME and his government, as to persuade him to accept an inter – Rwandan dialogue, highly inclusive, involving all his political opponents and Rwandan Civil Society, in view to prevent a new drama, this time not only in Rwanda but also in the whole African Great Lakes Region at large; without which FDLR will find itself with no any better option, but will be obliged to do recourse to other kind of ways of solutions.

Finally, FDLR gladly takes the present opportunity to convey its heartfelt best wishes of the New Year 2013 to all humans worldwide, which are particularly passionate for peace and justice.
